Nope, it was Bruce Wayne/Batman.  He couldn't save the little girl and
so started taking the steroid drug "Venom" which made him into an
easily-controlled muscle-bound freak.  It was later used by Bane who
broke his back and allowed Azrael to take his place for a while.
