Try this on for size: Any time a location covered by armor takes more than 
two wounds from a shooting attack, the attack has punched through the armor. 
  Make a talley mark.  When the armor accrues five talley marks, it goes 
down one armor level.  When it reaches AV 0, its useless.  Hand to hand 
attacks do a bit more damage to the armor.  Any time the wearer takes more 
than two wounds from a hand to hand attack, make a talley mark for each 
wound over the two. Light armor is treated as as av 1 for degredation 
purposes and so wears out quickly, but it is also much easier to 
replce/repair.

I don't know if thats more book keeping than you want to keep up with, but 
it seems like a fair way to balance the posses desire to have working armor 
with the everpresent need to keep them poor.
