[HOE] Tale-Teller Arcane Background

   I was thinking (something I generally try to avoid)
this morning about developing a Tale-Teller Arcane
Background, it would be something like a modern bard. 
But, I know there are so many arcanes already.  Any
thoughts, ideas, comments.
