[HOE] G-Ray service in Junkyard

My posse just finished the Boise Horror and started Urban Renewal. (side
note about Urban Renewal: Any Hell On Earth game that leaves half the
characters curled into a ball, clutching their heads, crying "I just want to
go home" is a good Hell On Earth game.) While they were still set up in the
Junkyard Hilton at the end of the Junkyard summit, the junker in the party
wanted to bang out some devices and batteries. After the batteries were
built, they needed to be charged. The posse's cyborg had already explained,
through the judicious use of cyber-spurs, that he will not be turned into a
battery charger for the Junker's little projects. Furthermore, the posse
isn't exactly rolling in cash so burning ghost rock to charge batteries
seems like a bit of a waste, especially when there is g-ray service right
there in the room. Which leads me to my question, how much drain can you
pull out of a wall socket in Junkyard?

My ruling on the fly was that you could charge one point per minute.
Knowing my posse, this will come up again so I figured I'd find out what you
guys think. How much drain per round can you pull out of a wall socket?
How fast can it charge a battery? Does the size of the battery matter? (it
does if a cyborg charges a battery, it doesn't if a g-ray collector charges
a battery)

Thanks.
