Ok, this is assuming you know what's going on after the Unity.

Remember that Raven has a nasty problem.  He's lacking bodies to be
reanimated for his army.  That and they keep getting eaten by his other
"helpers."  Thus, he found a Cloning facility near a small town. Now, that
could be an idea.  He is using the town to clone an army to kill off and use
as soldiers.  And it also seems to keep the fear of being found out to a
minimum, until one got loose.  He/she has no memory only a direction that
he/she came.
