I have to 2nd that.  Shane has already said that if anything new comes out 
for any of the Deadlands systems,  it gonna have to be dual statted.  Adding 
the D20 rules should easily fill out the book to your 128 page goal.

If that isn't and option.  Then maybe an adventure.  Something that will 
introduce current players to Synth Soldiers.

But if you are really going for getting it published by PEG, I think Dual 
statting is a must IMHO.
