Yes, of course. A damage total of 21 would be 3 wounds, a total of 25 would
be 4 wounds. An average person will surely a) be incapacitated due to 3d6 or
4d6 wind and b) die quickly due to shock and internal and external bleeding
(1 or 2 wind per round); in my law studies I read a lot of criminalistics
and criminology books in our library, where it said that a headshot with
(average) handguns seldom leads to instant death (it has to hit certain
parts of the brain). So it can take a few minutes...if your head is not
blown off in the whole.
How many real life people can take a hit from a M2HB,

The player characters! Man they are heroes! Thats why they have fate chips
to cancel damage. Some goon hit by a .50BMG and taking 5d10 damage will be
dead definetly (no matter where he is hit). Heroes would be dead either, but
they have the chips.
I am really fascinated by your knowledge of firearms, what I just wnated to
say is that the differences between the hand gun calibers are not that
balanced and the .22 and the .38 are far to weak. Rifles and Machineguns and
all the rest are perfect. But not the handguns. I donīt know what to change
about it. But donīt bother, at last its not an important flaw in the system.
