RE: [HOE] Junker 2.0 b?

I like the idea of keeping all the powers from the Junker v1.0 rules. It
gives Junkers something to spend their bounty points on besides
attributes and skills.

What about this though.

1.) If the Junker has the appropriate power, he may concoct the theory,
using his Science: Occult Engineering skill plus any bonuses from his
browser spirit. If he does not have the power, he develops the theory
per the normal v2.0 rules.

2.) If the Junker has the appropriate power, he may add his Browser
Bonus when building the device. If he doesn't have the power, build the
device per the normal v2.0 rules.

I was perusing the new Epitaph and although i like the new rules for
being
simple, they do take the flavor out of Junkers. I know most of this
was
done for flow of the game since it takes a while (for beginners) to
actually
get the device they want formulated correctly with the "Original Recipe"
Junkers.

So, I was thinking:
1) What if the "powers" owned actually help with the TN of the item
created
by lowering the amount of time? And conversely, if you didn't have a
power
that would help, it would actually cause the time to be increased.
2)What if Frame size is figured but the larger the frame the more time
it
may take to create? I know this doesn't reflect the smaller, more
fantastic
devices but they are covered in the new rules.

What I am trying to say, is that if you know the powers, tricks, browser
spirits, etc., it should help with the construction or, if you don' t
know
the power, this should add a penalty for time to learn, attract, etc. a
new
power or spirit. This also actually gives people, with the new rules, a
reason to buy or earn new things and not make the old information
obsolete.
I know its pretty much stated that its up to the Marshal to decide but
maybe
you can have the best of both worlds.

Just thinking aloud
