Y'know, this sounds like it would make a better Savage Worlds setting than
d20.  Savage Worlds deals with pulp genres like this really well.

Have you checked out Savage Worlds system on the Pinnacle site
(http://www.peginc.com) ?  It should be released within the next week or so.
