Just checked the accumulated rulings, and noticed this didn't seem to be in there:

Do harrowed Veterans of Weird or Wasted West only get the four points (eight) points for extra harrowed powers, or do they get those in addition to the bonus skill points? I've never been entirely clear on that, and I'm about to allow my first cyborg character in game.
