The TN is based on the wounds rolled, even if that is over 5.  A tank shell
to the face doing 37 wounds darn well better be harder to soak then a .50
cal bullet doing 6.  And yes, it's +2 per wound level.  As far as I know,
everything relating to wounds in HOE starts at TN:3 for wind damage, then
goes up to TN:5 for 1 wounds, and +2 more for every wound thereafter.

Here's another molecular cohesion question for y'all.  Can you use chips to
soak some wounds before making the roll?  That is, if you don't like the
TN:15 roll for the 6 wound .50 cal bullet mentioned above, can you spend
three white chips to knock it down to a level 3 wound then roll molecular
cohesion against TN:9?
