No, it's not. An infantry battlesuit was an unpowered suit of body armor designed to provide more protection to frontline troops than the flak vests of days gone by. The IBS has the full torso armor of previous military grade armor, with the addition of shoulder pads (pauldrons), articulated ballistic material sleeves, and leggings with integral kneepads. As stated in Wasted Warriors, the IBS helmet  "is the helmet worn by active duty military units of the North and South before and during the War, and as such, most were destroyed. It is a full-face helmet, with an anti-dazzle laser mirrored visor, 0.5 mile radio (runs off the bodyâs bioelectric field), digital battlefield link to a command computer (found in all APCs) and full respirator system.  Unfortunately, most of the respirator filters have been removed and few of the radios work these days. AV 2 to head.  If filters are in place, the helmet provides sealed protection against gases and airborne inhaled toxins."
