You might try the pbmserv-dev@gamerz.net list, which you're free to
subscribe to using majordomo.
Finding someone to implement your changes is more relevant than who
initially programmed it. Chances are good that was either Richard
or Soren (pingel). Hopefully the generous implementor will claim credit.
The unbalance is due to the game inventor
((c) 1978 Charles Wetherell) as noted in the neutron help file,
not the person who programmed it. I'd certainly like to see neutron
become less unbalanced and I'd like to hear your ideas. But there
might be some copyright questions. If it's possible to contact the
inventor and get his approval, that's highly recommended (and if
Richard says that's required, then it is). Keeping the original and
implementing changes as a variant would probably satisfy any
pressing copyright concerns.
If I weren't totally swamped now, and there weren't't copyright questions,
and I was convinced your changes are desirable (that's 2 strikes and
one unknown), I'd consider doing the changes myself. But as it is,
no way this year!
