There is no HTML help page for powerdrain yet. Only a plaintext help
page.
I've converted quite a few plaintext help pages to html in the past, but I
haven't found enough motivation to do powerdrain yet.

Hey! I could just copy the plaintext page to the html directory, and serve
that until someone creates an html version. Why didn't I think of that
before?

I don't know how to categorize it either. It's probably not too
important, but since it's your game, why don't you just choose whether the
winning position is more of a "goal", a "possessed territory", a
"pattern", or a "trapped opponent".
