It's there...

    http://www.gamerz.net/pbmserv/implementation.notes.html

Or send a message to pbmserv@gamerz.net with

    Subject: help implementation.notes

To fetch code...

    Subject: fetch

gets a list of modules

    Subject: fetch file-1 file-2 ... file-N

fetches individual files (actually, a tarball of them)

    Subject: fetch -zip file-1 file-2 ... file-N

fetches a pkzip'd archive of the named files
