[pbmserv-dev] An error in wizard

There is an error/bug in the program of wizard and may also other card 
games.

If someone resigns in the beginning to the game this is the result.
Game turn is set on -1 and no cards are dealed and it is impossible to make 
a move.

I have send in a bid of 0 or 1 and both are not accepted. Also playing a 
card is impossible because I don't have any cards to play.

This error around resigning in cardgames keep becoming a problem like the 
timing was in the past.
May it is not a problem, but a challenge for a good programmer.

Please make a good solution for this.
