Apparantly this did not go through the first time I sent it this morning, so
I'll send it again.

I think we should have a list such that once you are on it you cannot "reject"
any games on this list, nor can you limit your games below a certain number
(say 10 games at the least).  The challenge command would need to be altered so
that a challenge could be made to this list.  If you do not wish to be on the
list then you can just not accept the initial first challenge but after you are
on the list you must accept and play all challenges (up to your limit of at
least 10).  This would create a list that was very cutthroat but it would mean
that everyone would get a chance to be the top ranked player.  (Richard said he
could not challenge the number 1 and number 2 players because they are in
"reject" mode)  To be highly ranked on this list would be a real accomplishment
(something to brag about  :-) :-)    

This list would be in addition to the provisionals and standard ranking lists
(those you would be able to put yourself on "reject")
