Two or three months might work for backgammon, but certainly not for
chushogi.  I would recommend a generous amount of time before being put on
the inactive list, such as a year.

I think that would work good.  Just add a new "Active/Inactive" status to
the "Established/Provisional" statuses.  Then just make the standings
output the "Active Established" player list first, followed by the
"Everyone" list.  Does anyone actually look at the "Provisional only"
list?
