It appears to be something like Connect 4.

Each player starts with 12 token (6 O and 6 T)

they take turns dropping tokens into a 6x4 grid.

there are two possible variants.

1.  first one to spell their name (or force their name to be completed by
the other player) wins.  In the case of both names being completed at the
same time, I'd give the tie to the player who made the move.

2.  fill the grid.  then count the number of TOOTs and OTTOs.
player who has more wins.
