I don't know how to play Hearts but maybe this has to occur because in the first round everyone takes turns making a move (the results are shown after each player sends in her move) and then in the second round everyone makes simultaneous moves (everyone must send in their move before any information is given. What I mean is that there is information that cannot be exposed and/or the results of the round are not computed until every player has sent in information). If this is the case then the programmer needs to switch the way the moves are accepted and this results in the odd move numbering you see. There is nothing that can be done about it if this is the case.
