Scramble Nags

A bug has prevented Scramble from sending nags for quite some time.

The bug is fixed, and I have just run the nagger.  If you received a
message and have not moved in over 21 days, you would normally forfeit
the game.

Because the messages were not being sent, I will give everyone at least
one week (maybe two) before the games start to automatically forfeit
again.

The only forfeits which happened this time were for players who have left
the server completely.
