Cathedral puzzle

I have been curious about the following.  In a legal
Cathedral game, what is the highest number of unplaced
squares (i.e., the infirmary counts as 5 etc.) for the
WINNING player at the time when the game sends?

To clarify, there are many legal games that end up
with the loser having no pieces on the board.  What I
am asking is the maximum unplaced score for the winner
when the board has reached a position where neither
player may legally make a move (note the position must
be legal, e.g., no piece of one color can be
completely surrounded for example).
