[pbmserv] new game: Pow2

A new game, The Power of Two, has been added to the
server (abbreviated pow2).  To see the rules send
"help pow2".

This game was invented by Arthur Blumberg and marketed
by Kadon Enterprises, www.gamepuzzles.com, and was
adapted with permission.  Thanks to Doug Zander and
John Williams for their extensive help testing
debugging and refining, and thank you to Scott
Huddleston for the large ascii board design.

I welcome single or double challenges from all (with
any combination of options).
