[pbmserv] Broadcast from randumb via PBM Server

Attention:

	I've decided to see if there are any games where the algorithm:
		1. List all moves
		2. Select a move from list uniformly at random

	is any good. randumb is a user who will perform precisely this algorithm in
any game he is challenged to
	(subject to being able to come up with an algorithm for step 1.)

	randumb will accept up to 2 challenges in any game from any user.
