[pbmserv] Updates to Warship

The following changes have been made to Warship:

-Copies of boards found in the comments section of any message are stripped 
out, in case people forget to delete their boards when moving.

-First move equaliser: the opening player only gets half the number of 
shots on the first move (rounded up).

-Any ship owned by a player with the username "barticus" has a 10% chance 
of sinking of its own volition each turn (just kidding).
