Swift mentionned it'd be discussed already, and there
isn't, so now there is: http://www.rutschle.net/pbm2sgf.

I'll take any constructive feedback. If enough Windows users
complain that installing Perl is a pain to them, I'll add a
CGI to do the conversion on-line or something like that.
