Proper nouns are not allowed at all in Scrabble.  The official rules 
state it this way:

"All words labeled as a part of speech (including those listed of 
foreign origin, and as archaic, obsolete, colloquial, slang, etc.) are 
permitted with the exception of the following: words always capitalized, 
abbreviations, prefixes and suffixes standing alone, words requiring a 
hyphen or an apostrophe."

Thus, the part about "words always capitalized" would eliminate the 
names of the months, except for MARCH, MAY, and AUGUST, which have other 
meanings when not capitalized.
