"chat" command, with the appropriate board number should do the trick.

Otherwise, if you mean all of the active players of (for example) 
Scramble, but NOT for any specific board (i.e. potentially more than 200 
players), I don't think there is a way of doing that - only broadcasting 
to everyone or using the pbmserv-users email.
