Here is bits and pieces of the GPCA's National guideline for Award of Merit
(taken from the show catalog): 

Where a judge may award any number he/she wishes up to a a maximum of 10% of
the total number of dogs and bitches shows in the ring for Best of Breed
Competition.  Any dog in the Best of Breed competition is eligible for an
Award of Merit, including any of the Veteran Dog winners, any of the Veteran
Bitch winners, Winners Dog and Winners Bitch.  Awards of Merit are awarded in
the ring after Best of Breed of Breed, Best of Winners, Best of Opposit Sex,
Best Bred-By Exhibitor and Best Veteran.
