I microchip is an ID technique.  The chip is implanted under the skin
and any shelter or vets office automatically scan a dog if it is brought
in without the owner.  The microchip is detected and an ID is given to
be called into the national registry.  Cost varies by vet (we paid $35
and our former vet wanted $90) and around here, all animals from the
humane society have a microchip automatically at no cost.  I like it
better than a tattoo because it's not visible in any way and is as
painless as a quick shot.  You also get a collar tag with the ID number
and phone number to the national registry in case the dog gets out and
turns up at someone's house.  I hadn't heard of it until we got our cat
from the humane society, but we got Margo, our Pyr, microchipped the
week we bought her.
