You can Xray at any age.  OFA will not certify the hips before 2 years.  They 
should be x rayed before breeding whatever age that is and 2 years old is old 
enough.  If you suspect some problem or there are familial problems and you 
want to know early, you could do one about 1 year to about 15-18 months.  A 
set of  good hips at that age would be very encouraging for what would be 
there at 2 years.  I know nothing about Penn Hip, so others can join in here 
if appropriate.
