You don't think two unrelated dogs with the recessive gene can produce 
dwarfs?  The incentive is to know the bloodlines or have a very reliable 
breeder.  The incentive is to not breed affected stock or even stock that is 
very possibly affected.  Since it is simple recessive we can easily eliminate 
it by not breeding animals who have it.  The problem is knowing who has it, 
so some hard decisions have to be made.
