My vet won't chip him unless he is under anesthesia and there has been no

What is your vet's reason for this? I was there with Zoe when she was
microchipped, and it was a relatively painless procedure. Our vet used
what in better terms looked like a thicker needle to place the chip in the
skin around the shoulders, and Zoe didn't flinch a bit.
