We are experiencing the same thing down here in Arizona. Too many dogs - not
enough suitable homes/ foster homes.  I know that we would all like to save
every dog on earth, but as you know it's just not possible!  We all do what
we can.  Now maybe if the owners were put in kennels and the dogs were
free......
