Well, even if you can only get him to the papers it
would be better than just wherever. Just be sure, that if you Do Not catch him
in the act of going where he shouldn't, that you just quietly clean it up and
say nothing. If he is tied around your waist, and he begins to go, it is the
perfect timing for a correction, as you have caught him in the act. If you only
take him to the papers to finish, instead of outside, you add an extra step at
some point when you need to take the papers away. But, the papers are still far
more acceptable than wherever he might pick.
