Susan, sounds like it may be typical male adolescent behavior.
Why not try some clicker training and operant conditioning?
Rewarding him for "proper" behavior? Works quite a bit better,
and makes the dog far more reliable than punishment for improper
behavior. There are an awful lot of good books out there on the
subject. I've been researching this form of training of late, and
it's something I plan on getting into pretty heavily, very soon.
