Clipping them out with clippers (a #10 blade) is safest. I have heard of so many dogs being injured by owners trying to cut out mats with scissors.(And owners getting injured too!). I run a fine-toothed comb behind our Pyr's ears to keep these mats from forming. The baby powder is a good idea too.
