I went back to the original posting and noted that there was a $200 cost for
the dog and mention that the pyr was not the only one she had saved from
death.   She may be concerned that Rescue will not reimburse her for the
costs she has put into the vet visit and clean up for the dog.

While she may have started with the best of intentions to save the dogs
lives, and did do so, costs do mount up rapidly and she may hope to come out
even.  If the dog is now not costing anything more than food, she may not be
in a hurry to give it away and lose the possibility of reimbursement.  Not a
completely benevolent behavior but understandable.  Even rescue charges a
fee to help fund their costs and to make sure someone is really committed to
the dog.
