Jessica, The best thing to do is to send this information to the GPCA Regional Rescue Coordinators.  They have rescue contacts for their region that can check these poor dogs out and get help for them quickly. The link to the GPCA Regional Rescue Reps is below, their names are listed and the States they are responsible for.  Thanks for caring.
