[risque] Resigning in risque

I have two questions.

1) Are there ratings in risque and how are they calculated?
I have tried to ask the server for the ratings, but it doesnīt give it for
risque.

2) What should happen after someone resigns?
What now happens is that after you resign you donīt get armies in the
deployment round, still itīs possible to make moves, but the game is over if
there only armies of one player left.
I found this out after in two player game of risque where my opponent and I
have both resign.
My opponent in the first round and I after my first deployment.
To end the game I was forced to cleanup the armies of my opponent.
