[risque] Bidding idea



I like the idea that swift presents... but we need to work out the details.

for the sake of argument let's assume that each player is given
5x points  (where x == number of territories [42])  call it 210 points.

unlike "normal" instead of allocating your armies, first you bid on
territories using your points.  you may bid any or all of them in 
and set of priorities you wish.  integer bid increments.

high bidder (if any) gets assigned each territory.  The sticky issue
is... what to do about a tie for high bid on a territory?  

Does it get assigned to "no one"?  that might prevent someone from 
putting all of their points in AU/ind.  for fear that someone else
does the same thing, and then neither gets it, and their both out
of the game before it starts...

Once the bids are in, and the territories "assigned" (1 per territory)
play reverts to the normal (assign armies) part of the startup.

Ideas?
