Well, there were the mysterious bogeys that pilots on both sides saw
during the war. Perhaps the war is encroaching on some remote summit,
where a dragon lairs and hides awaiting its time to return to society,
and it ventures out to destroy the McGuffin of the day, so the OSI sends
in a group to deal with it.
With something the size of the dragon you'd have two choices: firepower
and diplomacy. Given the sheer size of the thing, firepower is probably
out, so diplomacy might help. Besides, who wants so many witnesses?
Now, if the Nazis show up, it might make it interesting...
