Depends on how you handle the 'standard' monsters. Been reading the 
Forgotten Realms campaign book and I ran across a fellow. A 
polymorphed red dragon who became a mighty human hero and disappeared 
under mysterious circumstances. His hope was that people would start 
worshipping him as a god, and thus he would gain the powers thereof.

Premise: In the Pripet Marshes is an area known as, The Black Lord's 
Lands. The fact it is the home of a large black dragon is mere 
coincidence. No one but his lackeys go there. Not the Germans, not 
the partisans. Stalin once sent in an NKVD battalion. The battalion 
commander returned, holding his entrails in his hands, to report to 
Stalin as Stalin rested in his bed chamber. They had a long 
discussion. The next day Stalin announced he had found evidence of 
corruption and treason among his generals.

Now the Soviets are planning for the summer 1944 offensive against 
the Germans' Army Group Centre. There is a gap in the German lines 
the Soviets wish to exploit, but it includes The Black Lord's Lands. 
You are anti German partisans. Can you persuade The Black Lord to 
allow Soviet passage through his territory?
BTW, your characters don't know he's a black dragon. He could be anything.
