I have to echo Soothsprayer's excellent point. The same thought had occurred to me while reading through the recent postings.
I mentioned in an earlier post the idea of undead Russian airborne troops. If you were a Russian soldier on the Eastern front, don't you think you'd be just a little bit leery of a group of soldiers you just watched leap off the wing of a plane, break all sorts of bones when they hit the ground, and then get up and fight without complaint? I'm not sure I'd trust them farther than I could throw 'em.
I think it would be unusual for any government to _not_ use a new technology when it could give them an advantage over their enemies.
Finally, consider this adventure hook: the PC's are given temporary reassignment to some remote area to guard a big, ominous, heavily reinforced steel box as it is shipped to the front. The box could contain almost any nasty critter you can think of, and it would be destined for use at the front. The PC's, assuming they find out what's in the box, are caught in the dilemma of letting it be used, or trying to kill it so nobody can unleash it.
