In my opinion you do not need to use the "its a game" excuse to get women
into any roll. As of 1944 when the invasion of Europe began the Women's Army
Corp  was given the same benefits as other servicemen, including overseas
pay, life insurance and death benefits. While women were still not allowed
to serve in combat units it did not prevent them from serving as clerical
support for some officer or general or as a part of the Air Forces at the
time. Three women were awarded Air Medals for their work at the time.

As pointed out in the females combatants section on page 39, it would not be
impossible to have a female character from the states that grew up in the
country learned to hunt and track with her brothers and then have her
separated from her unit during combat somehow, or be a part of a downed crew
and have her join in as a scout class with a combat group. She would be
military that way, with rank, and thus start as a scout or grunt class. As a
military person she could also then receive an accommodation in combat
against the supernatural and then become OSI.

As for resistance fighters, someone already pointed out that they could
receive a medal as a not military person or from their own French government
and thus still qualify for OSI prestige classes.
