[WW] XP Award for starting characters

Whether the character is starting brand new or coming into an ongoing
campaign, I thought the following system might encourage players to
submit character write-ups.

New characters begining xp is determined by the content and depth of the
character write-up.  As a minimum, each player must provide their
characters: name, nationality, gender, alignment, branch of service, home
region, class, and prestige class (or some idea of where the player would
like to take the character.) That's all the info the player gets.  For
those who volunteer more than the minimum, the award is a percent of the
range between minimum and maximum (as determined by the WM.)
The percent awarded is based on what the player provides in their
character's write-up:

0% -- The minimum mentioned above.
2 1/2% -- What the character looks like.
5% -- A drawing or character portrait (another 2% is awarded to the
artist if it's another member of the group)
5% -- A personality profile
5% -- For detailing how his character came to be with the rest of the
characters.
2 1/2% -- Quirks and distinguishing mannerisms
5% -- What the characters childhood lifestyle was like.
10% -- Why the character adventures at all, why do they subject
themselves repeatedly to such dangers?
10% -- Each strong relationship (including name and relation)
5% to 20% -- For each strong relationship that is detailed beyond name
and relation.
10% -- For each past event that may come into play in the future.

The maximum award is 100%.  The emphasis is on whatever immerses the
player in the setting and whatever the WM can use to motivate the
character and / or create adventures out of.
