Ahah...  [puts on wild speculation theory hat #645 and

This suggests two things:  a) Deltas are already known
about, and b) some ill will between the Deltas and 
the Normals already exists....

We know these points because you can't blame a state of
martial law on a group no one has ever heard of and 
expect the people to accept it.

If the people didn't accept it, it would have led to 
immediate civil war, with the soldiers choosing sides
within the military.

So, the Macarthyism theory still fits:  "Are you now, or
have you ever been associated with a Delta?  Please
answer my questions, please answer them thoroughly and
clearly!  Did you not, in fact, knowingly harbour a
Delta in your house for the summer of '51?"

"No!  I mean, I did have Ricky over for the summer, he
was a friend of our son, but --"

"AHA!  So you admit that you did knowingly harbour a
Delta?"

"Well, yes, but I -- "

"There are no excuses for this!  None! do you hear me!?"

Although Macarthyism would have gotten out of hand, it 
would have still put some thoughts into people's heads...

If just a scant number of years later they [the Deltas]
were to attempt to assasinate one very popular leader 
[JFK]....

Deltas are basically treated in BNW in the same way that
Marvel has set up mutants...  Which brings up a question:
will Deltas have obvious, visible defects or mutations?
Or would they look like anyone, maybe even you or me?
