Actually, we do.

At least, we have a pretty good idea.

In a recent Inquest (I forget the #), there's a small article on BNW,
including some information.  The article states that a group of Deltas
attempted to assassinate JFK, but failed, leading to restrictions on the
Civil Liberties of Deltas.  From there, things spin out of control.

This is, of course, my recollection of the article, which I read about a
month ago.
