[BNW] [MATT] Buying Quirks

Now that I've begun work on the Brave New World Character Generator, I've got a question regarding Quirks. According to the RB, there is a 10 point limit on Negative Quirks. I cannot find any reference to a Positive Quirk limit. Can you spend regular skill points to get Positive Quirks, or must you buy Negative Quirks in order to get points for them?
