I'd assume that it works the same way Hindrances & Edges do 
in Deadlands:  you can only spend points gained from 
Negative Quirks to buy Positive Quirks.

So, you effectively have a limit of no more Positive Quirks
than Negative Quirks.

(Of course, I'm not Matt -- I don't even play him on wanted
posters. ;)
